Should the Responsive Payment Methods be available to Employees?

We are rolling out online payslips and the ability for employee's to manage their own pay method information (this is currently completed by our HR Admin team).

I have created a sandbox and navigated to the Payment Methods quick action.  I have found the responsive version of the page, which i have enabled as visible, as a quick action on the homepage and Mobile enabled set to Yes.  I save my changes and publish my sandbox, but I still can't see the option available on my mobile.

When i create another sandbox to check my changes - the Mobile enabled setting keeps reverting back to No.
