Looking for Functionality similar to EBS's Documents and Document categories attachments

Create a repository of TEXT attachments under an attachment category and have them available to be attached where ever necessary. Very useful to add SOPs in various processes (work orders , sales orders, shipping etc). 

We are looking to use them at standard operations ,work definition level, so that they are automatically available in the work order and manufacturing process.. This is a big GAP, as the customer has them in EBS and we have not found any thing similar in Cloud.
