How can Direct Reports see a notification when the action "Change Manager" is activated?

Hi, 

I need your help to solve an issue: in my organization the HR specialist has activated the action "Change Manager" replacing the old manager with a new manager, but only the manager of this manager see the notification of this change. 

I need that also direct reports of the manager (who is changed)  see a notification with this information. 

So,  how can Direct Reports see a notification when the action "Change Manager" is activated?
