No. Out-of-box there is no such report in fusion.

There is some out of the box content for time and labor. In folder Shared/human capital Management/Time and Labor. For example, dashboards "Work Type Summary", "Time Card by Status", "Time Collection Monitor", "Time Entry Transfer Status" for Payroll and Project Costing. So the analysis on project costing will tell you the status of the process Transfer from your timecards to project cost subledger But to compare the numbers you will need to build a query using both the timecards subject area and the project costs subject area.

BTW The following standard reconciliation report does not meet your requirement. On the "Reports and Analytics" tab on work area "Costs" is a link to dashboard "Project Cost Account Reconciliation" in folder Shared/Projects/Project Financials Sample Reports/. The description says "Displays expenditure transactions posted to the selected general ledger accounts. This report assists in reconciling account balance discrepancies between the General Ledger and Project Costing. Narrow the report results by the ledger name and accounting period, and optionally, by entering the account, accounting class, event class, project number and task number. To help identify specific or material transactions, you can enter an amount range for the debit or credit amount."

we built such a report in OAC by creating our owns OTL and Project Costing subject areas and mix them up into one single report

This is where the real pain starts as you may identified a lot of discrepancies and have to find a solution for each…good luck
