How can we setup approval rule for adding emergency contact?

Hi ,

Can some one suggest how can we setup approval rule for adding emergency contact?

The functionality was there till release 12.

When employee add emergency contact and contact relationships, we were able to send it for approval.

Now we are in 19D, facing lots of issues because of that.
