Here's the scenario-

1. Work definition has 3 operations.

    Operation 10 requires 5 units of raw1  and  2 units of resource1 (Completions with under issues - set to 'Do not allow')

    Operation 20 requires 1 unit of raw2  and  2 units of resource2 (Completions with under issues - set to 'Do not allow')

    Operation 30 requires 2 units of raw3  and 2  units of resource3 (Completions with under issues - set to 'Do not allow')

3. Work order to produce 10 units for finished good requires the following 

    Operation 10 requires 50 units of raw1  and 20  units of resource1
