HR Manager cannot see Administrative Tasks in BPM Worklist

Hello,
HR managers cannot see any pending task in Administrative Tasks section in BPM Worklist

They can see his initiated tasks and tasks initiated by his team but can't see any other pending tasks in Businness Unit
For example, they can't follow the approval process for a Goals transaction because they can't see it in BPM Worklist

is there any configuration required?
is there any specific role required for HR managers?
