Granular Access to Documents of Record not functioning as per Doc ID 2594767.1

Hi all
Hoping that either someone out there has tried to configure granular access to DoR as per Doc ID 2594767.1 or CC article https://cloudcustomerconnect.oracle.com/posts/1cf51be827, or if Ali Khambaty is able to comment. I have followed the guide and I'm having some issues. I have created the following roles:
- Legal Team Job Role - initially created to inherit no roles or privileges (it's just a container for the view and manage DOR Abstract roles)
- Legal Team View DOR - has the Aggregate privilege "View Person Documentation" (ORA_PER_VIEW_PERSON_DOCUMENTATION)
- Legal Team Manage DOR - has the Aggregate privilege "Manage Person Documentation" (ORA_PER_DOCUMENT_MANAGEMENT_DUTY)
