RUX Goals not visible for Manager

Summary

Manager cannot see RUX goals page for employees

Content

We have enabled the following related to goals and yet, the new RUX for goals is not available to the manager in team talent nor via Others~My Team

PER_MY_TEAM_RESPONSIVE_ENABLED

HRG_GOALS_RESPONSIVE_ENABLED

HRG_ENABLE_OUTCOMES

We also are using the seeded security roles for employees and managers

Can someone please advise what our issue maybe?  Thank you
