Pending Workers in the Directory

Hi all

We have a requirement to give non-HR users access to upload documents of record against employees and pending workers, with no access to any other parts of the employee record. I'm currently delivering that requirement by creating a custom role with access to Manage Person Documentation, and then having the users view the employees in the Directory and navigate to Manage Document Records via the action menu under an employee's picture. (this means I don't need to give them access to an HR role or to Manage Client Groups) 

This is working fine for Employees, but it appears that Pending workers are not being returned in the Directory. Has anyone managed to get them to show up or is the directory explicitly configured to only show Employees and Contingent Workers? There is a filter in the Organization Hierarchy view that allows you to enable Employees, CWKs and Non-Workers for display in the Directory, but Pending Worker is not one of the filter options.
