Configuration JET display not matching layout settings

The placement of attributes on the model layout is inconsistent with how the attributes display in Configuration JET

Currently we are seeing attributes that are being displayed differently in Configuration JET than what the settings on the model layout would lead us to believe.

In image A (Attached document, Desktop Layout), we have an attribute with the label "Currency" that is located directly above another attribute, "Operating Unit". To the right of the "Currency" attribute is another attribute with the label "Operation Type". When this quote is populated with values and brought in to Configuration, we are seeing JET move these attributes around (Image B, Configuration Model), where the "Currency" is being moved directly above the "Operation Type" attribute. This does not happen when going through the Classic flow (Image C).
