does BI publisher report not come for lot of records

I created BI publisher report. The report got displayed when it had 1 row but when it had 2,668,926 rows the report didn't got displayed. It gave loading template from past 15 mins and after that got session inactive error.

Is there any limitation on number of records which report can have.
