What is the minimum speed required to connect Oracle ERP/HCM Cloud using cell phone network 4g?

With more people working remote or work from home because of corona (COVID-19) virus, we need to know the minimum internet speed requirements to access Oracle ERP/HCM cloud.

Note people are using 4g dongles to connect to internet with the download speed between 5 and 12 MBPS and upload speed between 2 and 5 MBPS. 

I could only see a note 2359283.1 (What is The Minimum Required Internet Speed For Sales Cloud) which leads to Certifications, but there is no definitive answer on the speed.
