Automate Discretionary Disbursement

Is it possible to automate discretionary disbursement from an absence plan from external source?

How can an external absence system communicate to HCM absence for a discretionary disbursement?  My assumption is HDL.  Can HDL be used?  Which .dat? Do you have a sample you can share?  Are there other options to consider?
