Restriction of Data access for HR on the basis of DFF

Hi,

We have a requirement where we want to restrict the data on the basis of DFF created on Manage Employment Page.
For Eg : DFF name is Band on Manage Employment Page. If value selected in DFF is 1.1, 1.2, 1.3 for the employees, then one HR should have access to these employees only in the application.
If value selected in DFF is 2.1, 2.2, 2.3 for the employees, then second HR should have access to these employees only in the application.

But there is no option to in Security Profiles to restrict access on the basis of DFF. Has someone worked on this kind of requirement?
