Absence Vacation Payout on termination not working as expected

I enabled Disburse positive balance on termination feature in vacation absence plan. I terminated few employees and none of them are working and Final disbursement is not happening. I want to know the following things. I was expecting that automatic vacation hours to hourly rate happen and an absence calculation card is generated.
Vacation hours on termination=100
hourly rate =20
Final payout on termination= 100*20=2000
1. Disburse positive balance Is this only setting needed to make vacation payout on termination.?
2.Is there any other setup needed like Final disbursement rate rule needed for it to work
