In our municipal implementation,  we assume that FY19 actuals and encumbrances must be loaded to PPM first-This module is supposed to synch BCM budget amendments with EPM and then on to PPM. 

my questions:

1) Will amendments and transfers from BCM flow to PPM?

2) What if a new award is needed, will this auto-create the award or still manual?
