Unable to Find Employee to Assign as Contract Administrator

Has anyone had this problem in PPM Grants before?

Setup and Maintenance> Grants Management>Foundations>Manage Resources

When setting up Grants we can not see all employees/users in the Manage Resources form to make them Contract Administrator. All employees were loaded into the system the same way, However out of 158 employees only 9 show up to be selected as a Resource.
