Our PRQ page isn't loading

We have a strange problem which seems to have (probably) started this morning when we haven't (knowingly) made any changes to our Password Recovery question setting screen. The screen is used by sub-LCs which are all having the problem.
A new user logs in, and should immediately be taken to the PRQ screen to set their answers to their password recovery question(s). The URL inidcates that that is the page it is trying to load but it just stays on a blank screen.
My temporary workaround is to manually set a PRQ answer for them by resetting their password, logging in as them and setting a PRQ answer for them because it seems to work for me. The users are using Chrome and either logging in internally or externally on laptops.
