Searching offering content in a Self-Paced Activity Problem

Hello Guys,
We are having an issue with content management related to learning offers.
We want create a new custom job role that it can add an offering content in a Self-Paced Activity, but it can not manage the content from the Catalog Resources panel in the learning application.
I tried to remove Manage eLearning Content duty in order to resolve the problem, but in this way the new custom job Role are not able to perform the research in the "search and select content" pop up, because no results are showed by the system.
Is there any alternative way I could use to fix it?
