HFM to EPBCS integration (Load file with multiple rows pointing to same POV)

We have a data file from HFM which has multiple rows with same POV and we only want to load the latest row into EPBCS application

HFM source file has multiple rows with same POV. Example :

A151000,L19506,No Intercompany,No Cost Center,Load HFM,Local,OEP_Actual,Final_BS,2019,Dec,7826208580.93239
A151000,L19506,No Intercompany,No Cost Center,Load HFM,Local,OEP_Actual,Final_BS,2019,Dec,1000000000

We only want to load "1000000000" and basically overwrite "7826208580.93239" value.

The reason why HFM sends data with multiple rows having same POV is because of org by period functionality in HFM.

Data across first row might represent the data when the entity member was under Parent A and data across second row might represent the data when the entity member is under new parent (say Parent
