Can we configure E Business Suite Integrated SOA Gateway without any License?

We want to configure Integrated SOA Gateway in E Business Suite for Rest Services. Can we Do this without any License?

We are working on OTM to EBS (12.2.5) integration using REST Services. We want to post data fetched from OTM into EBS using its REST Service. But to deploy REST Services on EBS, integrated SOA Gateway needs to be configured on EBS. We don't know whether any additional license is required for this or not.

No additional license is required for REST services. Only SOAP services require additional licenses. But we want to confirm this before starting configuration.
