Chrome only HTML Audio Player issue -

Google Chrome basic HTML5 Audio element tag - seek bar will not work for audio hosted on the LC server (CHU)

Odd one this -  Google Chrome - Direct file link to an mp3 linked as a straight URL  https://LC/files/upload... 
Not embedded in a LC page of any flavor, or going through the course player.

I try click ahead in the audio using the seekbar and it snaps back to where you were.
Even if you pause, move the seekbar then play - still snaps back to previous position.

Deeper reason for asking, may be a case of if we solve this then we can find out why a vendor course in development is not working.
