How to setup OIC/PCS escalations to make it work.

When user has a task assigned and clicks Escalate button I get this error:

Your action Escalate failed with an error. You cannot escalate this task because a manager does not exist for the user assigned to this task.. 
The task (oracleinternalpcsplayer/Oracle_Test_Clone!1.0/ACT28182586258764) is currently assigned to user user.email@domain.com, 
who cannot escalate this task because no manager exists for this user.. Define a manager for the user so that the task can be escalated.

Tried to configure escalation the same way as here: https://docs.oracle.com/en/cloud/paas/integration-cloud/user-processes/assign-and-manage-roles.html
