Not able to Route Project Budget Approval Hierarchy

Hi Team,

I have a Business scenario ,where when a Submitter submits Project Budget for approval , it should follow the Hirerachy as follows : 

1st Approver  - Project Manager of the project   -    (List Builder : resource) -  Logic is working fine 

2nd Approver -  Department Approver ( Project Role for approving Budget from Finance Team) - ( List Builder : resource) -  Logic is working fine.

3rd Approver -  Project Manager's Manager  -  Not able to get what List Builder to select and what logic to consider in Start participant and Top participant. 

Based on clarification i have one more Question.
