BIP vs OTBI Security

Hi all - when I try to create a report from OTBI, using Workforce Performance - Requested Feedback Real Time, it returns no data to me, even though I know it exists.  I saw a recent post about creating the Data Security Policy, and we will try that.  However, if the security is to match between BIP secured views and OTBI, then why can I run the data in BIP and return results?  Wouldn't that also limit me from seeing the data if the DSP is not created?
