Please provide direction regarding best practice on how to cancel an approved requisition for a terminated employee. 

Procurement team member with Procurement Requester role and Full Access to Manage Requisitions for particular business unit is not able to cancel an Approved Requisition from Manage Requisitions page. This Requisition has not yet had a Purchase Order created against it. 

When navigating to Manage Requisitions form, querying the Requisition, the Actions > Cancel Requisition option is grayed out (upper right hand corner). When selecting the Requisition line, the Actions > Cancel line option is also grayed out.
