Noticing this year that Once I am given access to a cloud service, it takes a day to access service

Hello all, I looked online to see if I can get an answer on this but, I have not yet and wanted to post. I have been added as a user to three instances this year and, all of them give me the error message, "User is not authorized on this service instance." when I go to log in the first time. It usually goes away the next day. I assume there is a process that runs daily on Oracle's side. Can someone verify if I am correct or, is it something else. Thanks.
