Material issue to work order : allow over quantity without allowing adding adidng new item

Allow over quantity for components included into Work definition without allowing adding new components

Currently while defining "Work definition", one may choose to allow "Additionnal Manual Material Issue".

When applying this option, you can issue quantity for work order components more than required  but you can also add componants not included into Work definition.

I would like to know if there is a way to allow issuing more quantity for components included into the work definition operation but without allowing adding items not included into work definition ?

Business case is the following : some components are weighed and this operation has a tolerance of +/- 1%.
