How to retrieve OTM Outbound Transmission XML remotely?

We want to retrieve data stored in OTM outbound transmission XML through OTM REST API. When data is sent to an external system from OTM, a transmission is generated along with a transmission report. We want to retrieve a transmission that is failed, from a remote system through REST API and process it manually through programming. Currently we can get the transmission report from REST APi, but this transmission report does not contain any transaction number.
