Looking to see if HCM is capable of being a Content Management Solution

Can HCM be used to store documents that are none personal in nature?  What i am looking for is if we have PDF files that we would want our employees to view from home can they use HCM?  Some examples would be:

1. Benefit Information Documents

2. Employee Schedules.

3. Instructional Guides
