LOC File Input Interfaces Run Interface Turning All Locations to Dynamic

If you make a mistake in this file, it turns every location within the file to Dynamic when processing it

This is ridiculous and needs to be changed, sick and tired of this happening. For example, I'll configure a new facility in our TEST environment (it happens in all 3 environments), and normally do not create the locations right away. In the meantime, our QA tester does his testing and as such, he needs to create a permanent location to move inventory to. Usually I forget to check, upload my LOC file, and run the interface...

However, because there is inventory in the location systematically, I cannot update that location so when it gets to that point in my LOC file, it throws an error and a box pops up on the UI screen showing where the error occurred.
