Can Service Endpoints in the Catalog be used outside of VBCS?

Summary

Can the REST services shown in the Service Endpoint Catalog be consumed by other applications ... i.e. could these be used in an APEX application?

Or, are these REST services specific to VB?

It seems that this Catalog is only available in VB.

Is there another way to access it?

Mainly curious.
