Allowing Anonymous Responses to Questionnaires

We are hoping to configure some of our checklist questionnaires to allow anonymous responses similar to the personal brand surveys that allow anonymous responses. We've looked around in setup and maintenance and can't figure out how the anonymous response option is configured. Can anyone clarify how this is accomplished?
