Change Manager Security Profile

Change Manager list is not secured by Person Security Profile nor Public Person Security profile

Hi All,

 

HR Specialist of one of our enity is not able to view employees of other entity in Directory, but they are getting listed when she tries to change manager. Any idea how to restrict them?
