Grade selection restriction for Manager during Promotion action

Hi All,

We have a requirement in which business is looking for system restriction to Managers which will not allow them to select grade only upto 2 level above his/ her current grade. 

For e.g - If the Manager is at Grade 7, he can only request for promotion upto Grade 5.

Please suggest how we can achieve this restriction. 

One approach could be to have Valid Grades mentioned in Job or Position level and after selecting that Job or Position it will only show those Grades.
