Person Identifiers for External Applications Duplicate Values

Hello Everyone,

We are using "File Number" in Person Identifiers for External Applications to store external ADP number.

However, it does not allow same value for 2 different employees. It throws an error "The identifier 1234 is used by person number ABC".

Is there any configuration that is causing this error? And if this is desired functionality, do we have any oracle documentation supporting this?
