Uploading third party payslips - One payslip per document or multiple slips per document?

We will start manually uploading payslips into Document Records for one of our countries with a small employee footprint.  I know in Document Records you can have many attachments in one "document."   For those of you that upload third party payslips into Document Records, do you upload one payslip per "document" or do you have one "document" and you keep adding payslips to it?
