Resource alerts to different organizations

Our client has a group of organizations, and each organization would like to receive their own set of resource alerts/notifications. I would like to know if Oracle currently offers this capability? Can alerts be sent out to learners based on the organization they work for? Has anyone here built anything similar? Any leads on this would be appreciated. Thanks!
