Set Workforce Assumptions Available for Plan, but not Forecast

My Plan scenario in Workforce Planning is configured for Jan - Dec of FY21.  My Forecast scenario is configured for the remainder of FY20.  (Plan and Forecast are in different years.)  When I go to configure my Hours per Day, Hours per Week, etc. in the Set Workforce Assumptions form, it works as expected for Plan.  When I change the scenario to Forecast, I get the error message below.

It appears that the column for the Set Workforce Assumptions form is defined as &OEP_YearRange.  This variable only appears to update when I set my
