Approvals for courses and offerings

Hello,

we have a question regarding the requirement of approvals at course and offering level:

We tested with a few courses and offerings in different constellations with approvals:

And the result is:

If we set a course to require approval and an associated offering does not need to be approved,
in result every Learner can simply register for the offering and complete it without ever having received approval for the course.

This makes the approval at course level dispensable, cause the learner can easily avoid it by enrolling directly in the offering.

Is this functionality intended? Or did we make a mistake by setting the approval? (For setting the approval we took the following steps: My Employees>Learning>Learning Catalog>Select course or Offering>Learners>Access>Manage Default Access>Set "Initial Learning Record Status" to "Requested")
