Report to show Deleted Payroll Elements

I need to generate an Audit report showing when an element was deleted and by whoContent
I tried running the Deleted Data Report but I didn't get any information back on it for the employees that I was testing with.
Is there a base report that will show deleted elements? If not, is there an easy way to produce such a report?
