Customize Button Selections in top-right of Model in Configuration JET

Is there a way to choose which buttons show in the top-right of the page in configuration models for users when in Configuration JET?

I've looked through the documentation but can't find instructions on this. Is there a way to specify which buttons show in Configuration JET in the top-right portion of the page when in the model? Is this done by user role? And if so, can you choose which buttons show for certain users?

If you look at the attached image, you'll see the 5 button selections. What we have been asked is to hide the "Start Over" button as our stakeholders don't want users to select it. Additionally, we want to be sure that sales users won't see the "Pipeline Viewer" button as that is one that is usually used only by admins.
