Restricting courses/offering based on criteria

Hi,

We have the OLC implementation for multiple countries and multiple Legal entities.
So we have to have 2 Learning Specialist role 1. global and 2. Local for each Business Unit
1. Global do not have any restriction
2. Local Learning Specialist should see only courses/offering pertained to the users Location or Business Unit or Legal entity
Is there any way to restrict course/Offering to learning specialist in Learn Administration area?
