How can I bypass Line Manager if employee has one?

Hello,

I am trying to configure Approval Rules for Learner Request. 

If employee has Line Manager I want to bypass him and go directly to the HR. In below screenshot I tried to type last area "Yes", "Y", "1" etc. However it didn't work.

Could you please help me if you have any knowledge?
