Edit a rejected PO via SOAP webservice

Unable to edit a PO in Rejected status via SOAP Webservice. However i can edit the same PO via Oracle fusion UI (20A).

Hello, 

We have an application within our organization that creates Purchase Orders in Oracle Fusion via SOAP webservice. We have a need to edit a PurchaseOrder that is in Rejected status via webservice. When we submit a change order via webservice, oracle rejects the change with the below reason. However, Oracle allows to change the same PurchaseOrder via Oracle UI. Is this a limitation of Webservice or does this needs any configuration change to allow edits from webservice?
