Process Loaded data Rule wipes off mid year changes on Override merit%

Hi All,
I need to know how process loaded data rule is working in Workforce Planning and also need to know when it should be run exactly.
For our customer, workforce budget originally get started from Jan-20 by loading data from oracle HCM to workforce planning. Subsequently we ran process loaded data and other required workforce rules for the Month of Jan to copy and calculate compensation throughout the planning year. (This was done in Jan)
However revised budget is in the end of Apr-20 with a few changes to override merit% on few employee records starting from Apr to Dec. For an example, The user entered 2.4% in Apr and 3.8% throughout May to Dec and saved form. Then user ran process loaded data for TOTAL Intersections by selecting current month as "Apr". the end result was actually, the rates entered throughout the future months from May to Dec (3.8%) was gone and replaced with the rate 2.4% from Apr.
