Work Requirements and Career Preferences not updatable in same responsive page

Summary

With the new Responsive pages, I see the 'Work Requirements' and 'Career Preferences' are partially available in both Career Development AND Career Planning page.

We are in progress of upgrading our Classic pages to Responsive pages for Goals, Performance, and Career Development.  We've been live for a few years with these modules.  With the new Responsive pages, I see the 'Work Requirements' and 'Career Preferences' are partially available in both Career Development AND Career Planning page. However, the 'Work Requirements' can only be edited/added in Career Development, while the 'Career Preferences' can only be added/edited in Career Planning.  Can you please advise the design behind this or if there is a way to get both editable in the same area - either Career Development
