We can inactivate Supplier user accounts and contact details by following below provided steps. Please let us know how to track the user who inactivated the Supplier user account in Fusion.

 1) Procurement > Suppliers > Manage Suppliers > Query for a Supplier > Contacts > Edit > Under user account name set status as "Inactive"
or
2) Procurement > Suppliers > Manage Suppliers > Query for a Supplier > Contacts > Edit > Under user account name set status as "Inactive" and even set contact details as "Inactive"
