Changing Hire Date Preventing User Account Creation

We have recently needed to change the hire date of a few employees to an earlier hire date.  This seems to be preventing the automation of the user account from being created.  We are loading hires straight into a new hire status, and user accounts are setup to be automatically created on hire date.  The process we are using works with no issues 99% of the time.  However, we have noticed lately that we are getting issues when hire date needs to be back-dated.
